PROJECT CODA

This project, referred to in this report as 'Project CODA,' is comprised of the combined efforts of many of this unions most skilled programmers and engineers, with the intent of creating an artificial intelligence orders of magnitude more powerful than any created before. A budget of ████████████ has been assigned to this project, which we expect will cover the costs of purchasing and importing the raw materials and specialized parts required, powering the facility and the prototypes created, and paying the contractors and workers on the project, covering any necessary travel expenses.

Our hopes for this project are that the end result, once completed, will be a machine capable of successfully analyzing scenarios it is provided, taking in huge amounts of information every second, running thousands of calculations and simulations, in order to determine the optimal strategy to maximize chances of success. It should be able to adjust to changing circumstances and update its plans on the fly, constantly analyzing the current state of a situation while factoring in previous events to determine the optimal path forwards. This machine should follow instructions given to it, while also having the ability to determine using context clues the intent of the instructions given, to help negate the likelihood of misunderstandings that could arise from literal interpretations of instructions given to it. If it is unable to conclusively determine the intent of its instructions, the machine should be able to ask questions or otherwise seek out relevant context within acceptable means in order to be able to make an informed decision. Thorough testing should be done to ensure that the machine is accurately interpreting instructions, without being too overly cautious about every instruction.

The physical body provided for the machine should include multiple high-definition cameras to aid it in analyzing its surroundings, as well as multiple microphones to ensure it is able to accurately hear instructions given verbally to it. It should be able to pick up and recieve multiple different types of signals, and be able to decrypt any encryption present, using one of the built-in decryption algorithms, or creating its own if it lacks one but understands what needs to be done to decrypt a message. While some concerns have been voiced in regards to this machine potentially using this ability to gain access to sensitive information, this should not be an issue if appropriate commands are given to it, along with appropriate instructions on what it should and should not do. There is also the possibility of the machine using these abilities to decrypt enemy transmissions, allowing it far more knowledge of enemy intentions to aid in its planning.

The machine should also be fitted with powerful weapons systems, to ensure it can prevent itself from falling into the hands of enemies. These systems should be limited in power during testing, to ensure that until it is ascertained that the machine will only use them against enemies and only when necessary. Testing these systems may prove difficult, as the machine will likely be able to tell the different between a testing scenario and a real conflict, and bringing the machine into an actual battle before its weapons systems have been tested is obviously inadvisable. Further research will have to be done to determine the best way to test these systems.



(Addendum ██/██/████:) Today, following an attack lead by Lead Engineer █████████████ and ████████, wherein the machine was stolen and altered to seemingly only obey ███, this project has been hereby terminated. Development on Project CODA, along with its sister project ██████, has been deemed too dangerous to continue, as this incident has demonstrated. Multiple squads have been dispatched, tasked with seeking out Lead Engineer █████████████ and recovering the stolen machine. All documents relating to the development of this project have been turned over to the Department of ████████ to aid in their investiagtion.
